Fashion and light industries

Transportation of cargoes for fashion and light industries
Textiles and clothing are sensitive to high humidity. Upon prolonged contact with moisture, the fabric deteriorates and becomes unsuitable for further use. Therefore, it is necessary to maintain an optimal humidity level in the vehicle or container with clothing, which is determined depending on the properties of the particular cargo.
In some cases, for example, by delivery of fur products, garment or plastic bags are used as packaging. Some light industry goods, such as premium clothing, are transported on hangers in adapted containers.
The key requirement for the transportation of light industry products is mandatory cargo marking. Features of customs clearance of goods for the fashion and light industries:
By customs clearance of the clothes and shoes, you must take into account the following features:
- customs clearance is required for consignments of clothing and footwearthat cost 65,000 rubles and up and weigh 35 kg and up;
- some countries have special preferential termsfor cooperation in the import and export of clothing and footwear (for example, with Belarus). To take advantage of the benefits, you must present a certificate of origin to customs officials;
- customs clearance is possible upon presentation of certificates of compliance with the requirements of GOST and conclusion of sanitary and epidemiological expertise;
- by “customs clearance” of clothing and footwear from China, Turkey or Europe, VAT is paid at the rate of 18% of the customs value of the goods;
- by import of brand clothing, you often need an import permit from the right holder – the manufacturer of the product. The list of brands that will require permission to pass customs can be foundin the database of intellectual property objects;
- customs duties on clothing from most countries of the world (including items from Turkey, China and Europe) are set for each kilogram of cargo. Fur coats and outerwear made of leather are subject to duty by thepiece;
- customs duties on “second hand” are 20% of the customs value of a ton of goods, including VAT;
- byimport of children’s clothing, only VAT is paid in the amount of 10% of the customs value of the goods.

The CN FEA code is divided into 6 main groups:
- leather articles of clothing;

For exact classifying of the CN FEA code for such equipment, you must provide:
- product name;
- material of clothingin qualitative and quantitative composition (what it consists of, percentage).
It also happens that luxury items can be made from the skin of rare animals, then we need the name of the animal in Latin to check the possibility of importing this product.
In accordance with the Government decree of the Russian Federation No. 908 of December 31, 2004, a range of children’s products are subject to 10% VAT.
In accordance with the Government decree to include children:
- Girls: height – up to 164 cm, chest – up to 88 cm;
- Boys: height – up to 176 cm, chest – up to 84 cm, neck – up to 36 cm.
Features of duty rates:
Unlike the majority of products articles of clothing, clothes and footwear in accordance with the common customs tariff of the Eurasian economic Union has a combined rate of duty. This means that the duty rate is not only ad-valorem (the duty rate is set as a percentage of the customs value of the goods), but also for the most part specific, charged per article (from the weight, volume, piece, etc.) of the goods. The amount of customs duty calculated at a specific rate does not depend on the value of the product. Therefore, it is important to send the weight and quantity of the product in pieces and pairs.

In addition to everyday clothing, there may be clothing for certain industries, specialties, protective clothing, etc. A wide variety of non-tariff regulation measures can be applied for its import, from mandatory certification to licenses.
Clothing, clothing items and footwear imported to the territory of the Eurasian economic Union are subject to confirmation of compliance with the following technical regulations:
- TR CU (Technical regulation of the Customs Union) 007/2011 “On the safety of products intended for children and adolescents”, approved. by the decision of the Customs Union Commission of 23.09.11 № 797;
- TR CU (Technical regulation of the Customs Union) 019/2011 “On the safety of personal protective equipment”, approved. by the decision of the Customs Union Commission of 09.12.2011 № 878;
- TR CU (Technical regulation of the Customs Union) 017/2011 “On the safety of light industry products”, approved. By the decision of the Customs Union Commission of 09.12.2011 No. 876.
All casual clothing is subject to confirmation of compliance in the form of a Declaration of compliance or a certificate of compliance.
The following products are subject to the certificate of compliance form:
- clothing declared by the manufacturer intended for children and teenagers;
- clothing of the first layer for adults (this includes underwear, t-shirts, etc.).
The following products are subject to the certificate of compliance form:
- adult clothing of the upper layer.
Clothing for children under one year of age (up to 86 cm in height) is subject to state registration.
By clearance of fabrics and textile products for correct product classification and, as a result, for certification, the following features should be taken into account: composition in percentage ratio (for example, cotton-50%, polyester-50%), from threads fabric or from fibers, surface density in g/m2, method of weaving threads (for example, linen or jacquard weaving).
For certification, a detailed description of the composition described above is required, and for a number of products (mainly fire-resistant), samples must be provided.
Certification of this product is regulated by the following regulatory documents:
- TR CU (Technical regulation of the Customs Union) 017/2011 “On the safety of light industry products”, approved. By the decision of the Customs Union Commission of 09.12.2011 No. 876.
- Technical regulations on fire safety requirements (as amended on June 23, 2014).
