The production of steel products is growing from year to year. Production volumes of this useful alloy are growing accordingly. Thus, in 1950, 189 million tons of steel were produced, while in 2023, world production reached a record value of 1,621 million tons. The iron-carbon alloy is an essential element for key industries, including automotive, construction and transportation, heavy and military industries. In recent years, the demand for metal and metal products has been steadily increasing. Cargo transportation for metallurgy

Transportation of any metal and metal products in containers involves the risk of mechanical damage, oxidation under the influence of precipitation and high humidity. Under the influence of these factors, even the processed metal is deformed and rusted, which makes it impossible to continue using it. Conditions of transportation of metal products depend on its type and processing method. For example, to ensure the safety of the cargo during the transportation of sheet metal, bundles are firmly tied with fixing tapes and fixed on the vehicle. The bottom and top of the pack are covered with sheets of cardboard or a plastic sheeting (polymer film) that protects from precipitation, temperature and humidity fluctuations. Bar steel ((rod iron) is transported in bundles, which are wrapped with fixing tapes every 2-3 meters.

Metal in coils is least subject to mechanical damage, deformations, dents and scratches. For transportation of metall coils foer short distances lightweight packaging and water transportare used. Coils are covered with cardboard or polymer film for protection from precipitation and fixed around the perimeter with metal tapes. If the transportation of the metall coils takes more than 24 hours, a more reliable packing is needed. The packaging material in several layers covers not only the outer but also the inner cylinder of the steel coil, but specific protection is installed on the end planes.

Not only the rules of metal transportation are varied, but also the documents required for such transportation. For example, bundles of sheet metal and coils of steel often exceed acceptable standards of size and weight and are classified as non-standard cargo. Transportation of non-standard metal coils requires special permission, approval of the transportation route, and other formalities. The norms governing the transportation of steel in coils and other metals are contained in a number of technical regulations. Among the technical regulations, a special place is occupied by numerous state standards (GOST). In particular, GOST 7566 contains detailed requirements for labeling, packaging, transportation and storage of metal products; GOST 9.014 establishes measures for temporary protection of metal products from corrosion.

Features of customs clearance of cargo in the metallurgy

Features of the clearance of pipes for export:
Pipes are products made of base metals (Gr. 72-83) and are divided into:
  • Pipes, tubes and profiles made of ferrous metals. The CN FEA code item 7303 – cast iron, including products working in pressure systems-code 7303 00 100 0.
  • Pipes and tubes are hollow seamless from ferrous metals. The CN FEA code item 7304 (cast iron products are not included). This includes seamless pipes for oil and gas pipelines, including casing, drilling, etc.– 7304 22 000 1 (steel with a yield strength of 724 Mpa), 7304 22 000 2 (steel for working with media containing hydrogen sulfide), 7304 23 000 1 (drilling).
  • Other pipes with a round cross-section (except cast iron). Items 7304 3 (iron, non-alloy steel), 7304 4 (corrosion-resistant steel), 7304 5 (alloy steel).
  • Pipes with an outer diameter exceeding 406.4 mm. Item 7305.
  • Other hollow pipes. Products with an open seam, welded, riveted, etc. according to item 7306.
  • Copper pipe. The codes refer to item 7411 1 (of refined copper) and 7411 2 (of alloys).
  • Nickel pipes. Products with the code 7507 11 000 0 and 7507 12 000 0 – from unalloyed Nickel and from alloys, respectively.
  • Aluminium tubes. They belong to item 7608, and include products made of non-alloy aluminum used for gases and liquids on civil aircraft, other pipes, welded pipes of alloys.
Customs control and proof of civilian use of the goods:

Pipes and tubes made of ferrous metals (for example, cast iron) belong to the list of goods that are not subject to prohibitions or restrictions provided for by the FSTEC regulations of the Russian Federation in the field of export control.

Customs duties and charges:

Most pipes are not subject to export customs duties. However, to confirm the absence of export customs duties, it is necessary to determine the code of exported goods according to the customs code of the customs Union.Pay attention that the presence of export customs duty directly depends on the characteristics (material, size, application) of exported pipes, so if the CN FEA code is incorrectly determined, customs duties may increase.

Features of pipe clearance at import:

In the Commodity nomenclature of the Russian Federation, pipes made of ferrous metals are classified in commodity items 7304, 7305, 7306 (107 subheadings).

In accordance with the Customs tariff of the Russian Federation for pipes made of ferrous metals, the rates of import customs duties are set from zero to 120% of the customs value (0% — 1 subheading, 5% — 33, 10% — 5,15% — 66,20% — 2).

Analysis of customs statistics showed that over the past three years, the import of ferrous metal pipes to the territory of the Russian Federation has increased by 50% (in quantitative terms), including code 7304 — by 17%, 7405 — by 86% and 7406 — by 96%. The share of pipes imported from the CIS countries using these codes ranges from 50% to 78% of the total. According to intergovernmental agreements, the import of goods from the CIS countries is duty-free.

In addition, protective measures and anti-dumping duties are currently in place for certain types of steel pipes.

Russian metallurgical enterprises, in particular, UC RUSAL, have made a proposal to increase import duties on 19 types of aluminum rolled products and profiles. The proposal was approved by the Ministry of industry and trade of the Russian Federation and sent to the Ministry of economic development, RNS reports.

The revision of import duties may also affect groups 7604 and 7606 of the CN FEA code of foreign trade. For group 7604 (bars and profiles made of unalloyed aluminum and aluminum alloys), the import customs duty rate is currently 10-12%, depending on the nomenclature. Bars and profiles for the production of aircraft engines are imported at a zero tariff. For group 7606 (plates, sheets, strips or strips of aluminum with a thickness of more than 0.2 mm), the rate varies from 10 to 16.3% depending on the thickness. The highest rates are applied for strips for blinds and blanks with a thickness of 3 to 6 mm — 16.3%.
